Formal charge = valence electrons - lone pair electrons - bonds formed by that atom.

First structure :

This Structure is not possible because oxygen is more Electronegative than phosphorous thus phosphorous can't accept electron in presence of oxygen.

Second structure :

Out of second and third structures, third structure contribute more towards the actual structure because structure will least formal charge is more stable and major contributor.
