Ans) 1) Rules tell us what to do and what not to do. It can be set up for home, hospital, institution, college, office, school, etc. Regulations are made after taking into consideration the whole public at large, and so they must be followed by them. Violation of any regulation may cause severe penalty or punishment or both.

- The main difference between rules and regulations is that the term rules can be used in a general sense meaning statements or guidelines that can be followed whereas regulations are standard laws or statutes that concern a certain law. However, under the law, a clear distinction can be drawn between these two words.

2) Global standards help the public to:
- Have confidence that the health services they are receiving are standardized; meaning that they are verified, safe and reliable.

- Put a human face to health services; patients can see their local health organizations actively working to improve care.
