unavailble resources to protect public health, there is no
emergency preparedness, no electricity, no communication media
resocuces, no transportation facility, lack of vaccines during a
pandemic for the vulnerable population they are under
disproportionate damage. it made the risk to human health and
life.
To address this issues group training, ethical decision making
power to enhance understanding is important skill. it makes
awareness, identification, preparedness, follow standards and
guidelines and it makes the plan into action and helps for
evaluation. public health ethics training for local and state
health can strengthen public health during an emergency with
additional resources. It promotes ethical practice in public health
agencies and organizations. training can address epidemiology
needs, core public health, preparedness and response. promote
organization policy and practice to address health disparity, make
interaction with individual, organization, and community to improve
leadership skills to follow ethical standards and face the ethical
challenges in practice. Stakeholders, local health departments,
health officials and staff decision making power should handle
