Ans) Meaningful Use was defined by the use of certified EHR technology in a meaningful manner (for example electronic prescribing); ensuring that the certified EHR technology connects in a manner that provides for the electronic exchange of health information to improve the quality of care.
- By using certified EHR technology, the provider must submit to the Secretary of Health & Human Services (HHS) information on the quality of care and other measures.
- The concept of meaningful use rested on the five pillars of health outcomes policy priorities, namely:
• Improving quality, safety, efficiency, and reducing health
disparities
• Engage patients and families in their health
• Improve care coordination
• Improve population and public health
• Ensure adequate privacy and security protection for personal
health information
Historically, the program consisted of three stages:
Stage 1 set the foundation by establishing requirements for the
electronic capture of clinical data, including providing patients
with electronic copies of health information.
Stage 2 expanded upon the Stage 1 criteria with a focus on
advancing clinical processes and ensuring that the meaningful use
of EHRs supported the aims and priorities of the National Quality
Strategy. Stage 2 criteria encouraged the use of CEHRT for
continuous quality improvement at the point of care and the
exchange of information in the most structured format
possible.
In October 2015, CMS released a final rule that established Stage 3
in 2017 and beyond, which focused on using CEHRT to improve health
outcomes. In addition, this rule modified Stage 2 to ease reporting
requirements and align with other CMS programs.
