Yes, an individual can be both a manager and a leader at the same time. The requirement for such an approach would be the understanding of the situation and the need to exercise the roles effectively.
We can say that the roles of a manager and leaders have a similar implication with their assumption a and their purpose with the only difference being that manager is for the system and leader is for the people.
What this means is that the leader is responsible for the motivation of the employees as well as their growth and engagement while a manager is responsible for the system as a whole, setting goals, creating requirements as well as creating the strategic direction that needs to be followed.
We can say that the need to exercise each role is completely situational and therefore no set percentage can be said to be correct as an assumption.
