#40. Boiling point of any substance is directly related to the strength of intermolecular forces of attraction between the molecules of substance.

In case of dimethyl ether (CH3-O-CH3) there is weak dispersion forces as intermolecular forces while in case of ethanol (CH3CH2OH) there is strong intermolecular H-bonding between the ethanol molecules , hence more energy is required to separate ethanol molecules to vapors.

Thus boiling point of ethanol is more than that of dimethyl ether due to stronger intermolecular forces of attraction in ethanol.

#41. Water is a polar solvent and universal rule of solubility is that , "like dissolves like " .

So a polar molecule will dissolve in water .

Compound (b) is polar due to presence of polar carbonyl(C=O) groups , while compound (a) is non-polar.

So compound (b) will be more soluble in water.
