Before answering, please note that processor frequency is generally equal to the frequency of the internal clock. But in the question, it is mentioned to be different, so I am taking that into consideration in that question.

If the processor ticks 4B times in a sec and has 1.5GHz frequency, 3GHz will have twice the clock speed, ie, 8B. If it runs for 7 seconds, total clock cycles = 8B x 7 = 56B times.

The 1.5GHz processor runs 4B clock cycles in a second. So it will 0.5 seconds to run 2B clock cycles.
