Preemption is a type of law. In the federal system, if there is any conflict between the federal law and rhe state laws, then the federal government bears power to supersede state laws. Rejecting the state laws, federal laws are enacted there.
In many cases there were conflict between federal laws passed by the Congress and the state laws. Texas state authority wanted to introduce new voting ID laws for the state voters. They wanted to vuolatevthe federal laws. But such decision was involved with national issue. Naturally such matters draw the application of preemption.
The Texas authority was also involved in conflict with federal laws taking the implementation of the Obamacare. The rights of the all people in respect of religion would not be preserved by the state laws. But the federal laws strictly prohibited any discrimination in respect of religion in the availability of facilty of Obamacare. However, to overcome the crisis, the federal laws were enacted.
Similarly in the enactment of environment preservation laws, the Texas authority was not so enthusiastic. They wanted to follow their own laws. Even the conflict went to the Supreme Court. However, the state was forced to follow the environment preservation laws.
State Government bear some laws with limitation. But it can never violate the elementary issues of the federal laws. When there is the issue of discrimination, violation of human rights, facility to all, the state authority can not violate the federal laws and the centralized guidelines.
