"b. If you want to make a genomic library, it doesn't matter which tissue you isolate the DNA from" is correct statement.

cDNA library constructed with mRNA, and if the amount of mRNA isolated from a particular tissue is very low, we find diificulties to form cDNA library from it.

Genomic library formed from genomic DNA, and irrespective of amount of DNA isolated from any tissue. If the isolated DNA is very large, we digest it with restriction enzymes and if it is too small, we separate it with gel electrophoresis technique and then clone it with suitable vector.
