Consider the definition of learning offered by Hilgard and Bower: Learning refers to the relatively permanent change in a subject's behavior to a given situation brought about by his (or her) repeated experiences in that situation, provided that the behavior change cannot be explained on the basis of native response tendencies, maturation, or temporary states of the subject (e.g., fatigue, drugs, etc.).

Yes, the acquisition of language in children is considered to be a part of learning. This develops based upon the environment of the child and the way he or she remains attentive and observes the people around them. This occurs due to conditioning and repititive action from the parents, other children , cartoons or individuals in the surroundings where they learn by the process of imitation and then by the process of abstract thinking in older children. This however, can also be hindered by various physical, mental and environmental factors but it is a learning process.
