Definitely it matters for the programmer in the way the file system is organised.

Why:

He has to maintain a separate file folder for each and every project he is working on.

Then while coding he will be handling relative and absolute paths in various locations, unless he maintains a proper file system it causes fuss later on.

Later the input files like text document, csv file etc.. has to be placed in the same project files will able to handle it easily then in future reference.

It has to maintain uniform practices then every personnel can work through it.

Better file system increases productivity with lower costs.
