the concept is :

like dissolves like .means polar solute will dissolve in polar solvent and non-polar solute will dissolve in non-polar solvent.

here ethanol is polar .so the solute which is polar will dissolve

by observing the solutes we can see,

only water and octane are incorrect

water is polar and should be soluble .

and octane is nonpolar and should be insoluble
