Third option

RNA polymerase binds to DNA at a region called as promoter. The sequence of promoter is highly conserved in prokaryotes and eukaryotes. This enzyme that scans the DNA and begins transcription at transcription start site.

Translation is initiated at start codon by the enzyme peptidyl synthase. Messenger RNA is bound by ribosomes which scans the DNA to look for start codon. The process than ends at stop codon.
