Gases like oxygen can diffuse through the cell membranes easily from region of higher concentration to the region of lower concentration.

Concentration of oxygen is high outside the cell compared to mitochondria so, oxygen diffuses into the mitochondria.

Concentration of oxygen is high in the chloroplasts compared to outside of the cell, so oxygen diffuses out of the chloroplast.
