The statement is false.

It is because it is the inert property of gelatin to remain liquefied at higher temperatures, but become solidified at lower temperatures. So, if gelatin would have been hydrolysed by bacteria, some halo or clear zones must have been observed. As it did not happen, the conclusion about bacteria hydrolyzing gelatin does not hold true.
