Environmental public policy appears in response to specific problems and needs. How is environmental public policy developed in modern societies? Be sure to mention the stages.

To tackle the problems related to environmental issues the Government or several Governmental organisation have implemented certain laws, regulations, and other policy mechanisms. These are called evironmental public policy.

Like any public policy making process the environmental public policy has also four stages of development such as formation, adoption, implementation and impact.

Policy formation includes the identification of problems, and then placing them on an agenda for action. In the early 1950s and 1960s the global environmental issues come to lime light nothing like anything. So to control that problem different countries have to take some iniyiative. As a result The Clean Air Act, 1956 in London and Air Pollution Control Act in 1955 are the first legisative initiative taken by the Govt. to control the environmental issues.

For the next stage i.e. adoption the Government has to make people aware about various global environmental issues and the bold steps they are going to take to sole those problems. In the European Union, the very first Environmental Action Programme was adopted by national government representatives in July 1973 during the first meeting of the Council of Environmental Ministers. Since then an increasingly dense network of legislation has developed, which now extends to all areas of environmental protection including air pollution control, water protection and waste policy and also nature conservation and the controlled use of chemicals.

On third stage i.e. the implementation stage commonly is regarded as most critical to effective environmental protection outcomes. The Govt. has to set up particular rules and regulation for these Acts at ground level for implementation process. Punishments for violater of the rule are decided and the policies are implemented.

And at the 4th stage i.e. impact it is seen that the way the environmental problems were boosting up it is in control now a days due to implementation of these policies.
