D is the right answer.

Lac operon is a negatucely regulated and inducible operon.

The repressor is synthesised by the regulatory gene. In presence of lactose, lactose binds to the repressor. The repressor becomes inactive and ut can not bind to the regulator region i.e. operator in DNA. That's why RNA polymerase proceeds further to structural genes and their expression occur.

When glucose is absent, then cAMP binds to the CAP. In this way CAP is in active form and binds to the regulatory DNA. This allows proper binding of RNA polymerase and structural gene expression occurs.

That's why right answer is D.
