Glycogen phosphorylase is not inactive in muscles. It is activated when there is increase in AMP concentration. In the case of strenuous exercise when there is a need for glycogen breakdown, hormones like epinephrine is released. This activated the breakdown of ATP into AMP which activates the inactive glycogen phosphorylase b into active glycogen phosphorylase. This leads to the breakdown of glycogen into glucose. When there is no need for the breakdown ( in the abundance of ATP Concentration) the glycogen phosphorylase remains inactive.
