Consider this statement: An increase in the levels of a protein within a cell indicates that expression of the gene encoding it was also increased. Why is the statement not necessarily true?

Gene expression means the flow of information from DNA to RNA. RNA is formed from DNA by the process of transcription. RNA undergoes translation to form protein.

If the level of protein in a cell has increased, then it means the rate of translation was high in the cell. But it does not mean that the rate of transcription was also high. This is because the same RNA could undergo translation multiple times to give rise to higher levels of proteins in the cell. But the gene located on DNA responsible for the formation of this protein may not necessarily undergo transcription multiple times to give rise to large number of RNA.

Hence, this statement is true when the rate of translation is high but not the rate of transcription.
