in the active site, phosphoglycerate binds to the Glu and Lys. Since Glu is an acidic amino acid, the substitution of Glu with Asp will not influence the catalysis at large extent because Asp is also an acidic amino acid and contains a Carboxylic group inside chain, identical to Glu. in the first case, Glu is replaced by lysine both have antagonistic properties, in 3rd case Lys is replaced by Ile which is hydrophobic and will affect the enzyme catalysis at very large extent.

So option B is correct.
