If we add 1ml sample to 99ml liquid, we dilute our sample to 100 times.

If we add 1ml sample to 9 ml liquid, we dilute our sample to 10 times.

Also, the amount of sample you will get in 1ml of final soulution will be 10 times more than the sample you will expect in 0.1ml of solution or vice versa.
