The three goals of a project are On time, On budget and To specification.

The project manager achieves these goals by a proper planning and utilization of their resources. As overdetermined project refers to the project which has a fixed budget, fixed delivery time and fixed specifications. In my view, there should always be scope of flexibility in every project to accomplish all these three goals. In case of an overdetermined project, it becomes highly improbable to meet all three goals.
