Here the balanced chemical reaction will be

HIO_3+KOH=H_2O+KIO_3

The net ionic reaction will be

H^+_{(aq)}+IO_3^-_{(aq)}+K^+_{(aq)}+OH^-_{(aq)}\rightarrow H^+_{(aq)}+OH^-_{aq}+KIO_3_{(s)}\\

after cancellation of similar cation and and anion on both side we get

K^+_{(aq)}+IO_3^-_{(aq)}\rightarrow KIO_3_{(s)}\\
