When looking at an organization and their approach to IT, they may decide to do it off the cuff and only pay for service when a problem arises,. Whereas, there are others than will hire the team to try to ensure there are no work stoppages, etc. Would you agree?

Yes i do agree that there are organisations that stay proactive and there are organisations who are reactive to certain problems or issues. When it comes to information technology and it's implementation, improvement, and upgradatuon, there are firms that pay for the services when they are faced with a problems and won't have a support team to avoid such issues in future.

But, there are certain firms, that have their own IT support team, hired for ensuring that processes runs smoothly and there is no breakdowns in the systems. They secure data, and help to improve flow of communication.
