The recruitment is identifying the job vacancy, exploring job needs, screening applications and then shortlisting and after a few tests based on attitude, physical and intellectual knowledge selection of a candidate is done. Every organization has its own way of recruitment and selection mode. Some can go for detailed and proper processes and some organization does not want the hassle so they prefer an easy, simple and direct method of recruitment. But it is necessary to select a right candidate according to the job description reason this requires time, efforts and cost if the efficient worker will not be appointed the whole efforts will become useless. The public sector has a simple but effective process for recruitment and section. They work for finding, developing suitable prospective workers, and attracting them to take initiative in applying for job, this is a recruitment process. This involves a transfer, replacement transfer, rotation, and remedial transfer, promotions, public notice, advertisements through mostly print media, employment exchange change, educational institutes, etc. Whereas the selection process involves selecting a desired and suitable candidates. this is mostly done by the government agency itself.

The challenges faced by the public sector in recruitment and selection are especially for the talent, budget, and competition from private companies. Mostly public sectors are with the low growing opportunity according to the candidates, they want new challenges and learning while working so they prefer private jobs, According to the survey time is also a major issue, the time when recruitment is done maybe not suitable for desired candidates. The vacancy emerges may nearby to the appraisal period, the time gap between recruitment and joining a job is time-consuming, so the candidates become impatient, whether they have been appointed or rejected. Mostly youngsters want the same age group people as their colleagues to make compatibility and work ease but government employees are of an aging workforce, there can be an issue of compensation too, job location can be out of the city, political pressure and not so attractive offices like private sectors.

The advantages of recruitment and selection in public sector are the attraction of less competition in the work for the candidates, job security, benefits, flexibility in working hours may be fixed timing 9 a.m to 5 p.m. The working atmosphere is silent and calm with no politics. The public sector jobs have fixed job responsibilities, this gives no pressure and balanced work-life.

The factors affecting public sector agency in recruitment and selection are some internal and external forces-
