a) By adopting and enforcing written codes of ethics.

Top managers adopt the ethical way of working and as they go on ,demonstrate the importance of ethical conduct. In other words ,top managers have been known to lead by example in this regard as well. If they don't adopt and walk by it themselves ,they won't be able to enforce them and this is why top managers are the first to implement it on themselves to effectively enforce it.
