Ans) War ethics basically helps in determining what is right or wrong and the real need for a war, because war in the first place is the last thing that humans or a nation would want. War ethics proves to effective for deciding the terms of war for both, Individuals and countries.

War ethics helps in creating the formal codes of war (e.g. the Hague and Geneva conventions), also helps in drafting and implementing the set of rules of engagement for soldiers, and determines the rules and kinds of punishment of soldiers and everyone related to war crimes.

Several problems may arise If ceratin ethical principles are not taken into account in Regards to a war. For ensuring a fair war practice, it should be waged by a legitimate authority or the state. War should only be done for a just cause and malpractices should be cut out and done with the right intention. War should always be treated as a last resort.

In regards to civil disobedience, there can be several issues that may take place where in a situation may be ethical but illegal or vice versa. People may resist to follow laws, but it is not possible that the particular act may be wrong on moral grounds. Thus forever a line of difference has existed and issues has prevailed between ethics and civil disobedience.
