How does a functional manager differ from a project manager in respect to managing people?
Functional manager's manage the specific roles such as IT, Marketing etc and has the management authority whereas Project manager's despite their job title are entitled to manage the specific project which can have the time limit such as 6-12 months etc.
With respect to managing people, functional managers are responsible to manage the employees who are working within their department while the project managers does not have authority over the employees as they are assigned to manage the process.
Project managers plan, execute the project while take care of operational aspect of the project, but the functional manager can hire, fire employees, raise their salary, conduct performance review etc.
Even though employee is working on specific project they need to report directly to the functional manager, these managers also work with the employees and help them to set career goals while the project manager try to improve the skills of the workers which are necessary for working on specific projects.
