open-loop control is basically designed when there is no external disturbance occurring or its effect is negligible. the plant is always in the same state and there is no much fluctuation in the output, which leads to a stable output without much variation.

as there is nothing to correct any error in the output if it occurs, the open-loop system does not self-correct when the process variable drifts. so remaining options are only applicable to closed-loop systems.
