All regions of body are not equally sensitive to touch and pressure. Like, some regions of the skin that need to be the most sensitive like fingertips, lips contain more receptor cells. Regions that have less receptor cells are less sensitive.
Evolutionary reasons may include development of receptor cells in different regions differently. And accordingly, brain forms a sensory map to dedicate its attention more to some areas. These areas are therefore known as sensitive areas.
