No, not all activities of government should be covered by media because of the chances of risk to national sovereignty are high. Government activities include defense and deals with counter countries also. such matters need not go under media scrutiny. Media has a great impact on the consumers so any information which is not true and is bias can prove as fatal for the government and even for the nation as a whole and hence it is important that certain rules and regulations are needed to be set up for the media in order to maintain the law and order of a country and to save the country from any kind of external harmful sources. When certain thoughts are put into the mind of citizens regarding the policies and government decisions, such thoughts becomes the decisions of the citizens and hence their ability to take the right decision is snatched from them. Studies in 1930-1940s found out that the information is transmitted in two steps, from one person to another and then sharing the same information to the third person and this cycle continues. People listen to their friend and can get easily influenced by their thoughts but they won't listen to them with whom they don't agree. The newspaper effect was diminished through this theory and hence lead to the conclusion of minimal effects theory, which argues that media has no effect on citizens and voters.
By the late 1970s, a new theory was introduces known as cultivation theory according to which media affects the individual thought process by presenting a perceived reality.newspaper does present a neutral point of view but at times it can be biased and hence can be harmful to the people.Though this theory agreed that people have the mindset to choose between right and wrong.
