Should governments allow companies to engage in activities in which there is no solution to possible malfunctions that may create environmental and economic disasters that can cause loss of life and devastation to communities?

The government should definitely and without any doubt,not allow companies to engage in activities that can cause loss and life and devastation of communities.You can take the example of Chernobyl which caused large-scale loss of life,and its effect is still present.Any government should promote economic activities but those activities should be sustainable and environment friendly.
