Yes, there should be legal provisions and regulations that will help us to achieve environmental objectives, as it usually builds rules and practices that aware us about how to use natural resources and protect natural environment, it guides us on various tasks like who should be using natural resources and what terms should be followed in this context, further with legal provisions, it builds restriction, ban such tasks that could be causing harm on environment, hence, Legal provisions should be followed by citizens and it would be an effective way to achieve environmental objectives.

Not all legal provisions or regulations could help us, there could be even flaws, hence, Citizens should be having sufficient expertise, knowledge level and they should be decision makers in that context, hence, they requirement necessary skills and expertise to make legal or scientific determinations that are inherent in environmental regulation.

Enforcement could be done by Govt. like federal and state Government, there should be various Initiatives from Individual, NGO or NPO and Pressure Group, as Environment is common for all of us, we should be more aware in terms of gaining knowledge, skills and expertise, hence, in US, EPA enforces such legal enforcement for environment. NGO and pressure group can help people to redesign and shape environmental law more effectively.
