Carnivore: which was renamed as "DCS1000", It was a system implemented by the (FBI) Federal_Bureau_of_Investigation. It was designed to monitor-emails and digital - communications.
The FBI countered these concerns with statements highlighting the target-able nature of Carnivore.
Assistant FBI Director Donald K said:
The Carnivore devices work much like a commercial automated sniffers and other networking-diagnostic tools used by ISPs every day, except that it provides the Federal_Bureau_of_Investigation (FBI) with a unique ability to distinguish between communications/messaging which may be lawfully intercepted and for those which may not.
example of this system can be : if a court order provides for the lawful interceptions of one type of messaging/communication (e.g., e-mail), but excludes all other communications (example online-shopping) the "Carnivore" tool can be configured to intercept only those e-mail(s) being transmitted either to-or-from the named subject(s).
The study conducted at the request of the US - Department of Justice (DOJ) by the Illinois Institute of tech, - Research Institute (IIT) Carnivore could be used anywhere by any FBI-agent(s), to listen to the email and the traffic (navigation) of any give target and without the prior need for a request from any authorities. As wiretapping, eavesdropping on electronic/digital traffic is of the same nature as prior authorization. Problem on FBI side is that it remains is unclear which FBI agent(s) did the listening, or where and in what is the frame, when, or for which directory what are the investigations. which guarantees by the force of things a security and an absolute anonymity on the agents, the targets, the investigations even in case of external investigations. so everything on network can be listened and disclosed.
