Preemptive wars:

When a state faces a threat of war from another state, it may initiate an attack before the enemy state initiates one. This kind of war is called a preemptive war. It happens when there is a direct imminent threat and is sanctioned under international law.

Example: Israel's actions during the Six Day War of 1967.

Preventive wars:

These wars are waged against neutral states to prevent them from acquiring the capability to attack. It can happen at times of peace when there is no direct or imminent threat. It is not sanctioned by the international law.

Example: Attack on Pearl Harbour by Japan in 1941.
