need help on what methods i should use to test this circuit it has a positive and a common for each (input and output) i need to determine whats used in this circuit without exposing any part of the circuit .
it needs to have an input of less than or equal to 10 volts

It's very hard to conclude that what this circuit is all about by seeing only the picture you have provided. But yes you can provide some amount of voltage(as you said less than 10v) between the positive and common terminal at input and observe the output quantities by using a multimeter. I am sure you can get some useful information by doing this.
