This statement is correct and true because of depth perception binocular cues and monocular cues. Depth perception is the ability to judge the distance of an object from us, whether it be reaching for your phone on the table or judging the drop off from the edge. Guessing the distance of a painting on the wall in front of you is possible because of binocular cues or hint. Binocular cues use both eyes to judge distance. If one eye is not functioning the brain is not been able to fully process the distance. The eyes work together for the brain to process the distance of close of objects. When objects are convenient to both eyes may receive little different visuals suggestion or hint, this is known as retinal imbalance.

The ratio of partition between your eyes to the distance to the painting is less than the case of looking at buildings far away. If we talk about a nearby object, there is some parallax, some difference in what each eye sees because they're in different locations. If we talk about building the eyes are basically in the same location. Your mental capacity needs to use other means to judge distance.
