X = A sin(9.8pi * t + phi)

5.60 = A sin(phi)

V = A*9.8 pi cos(9.8pi * t + phi)
-31 = A*9.8 pi cos(phi)

(-5.6/31) * (9.8 pi)= tan (phi)

phi =-79.8069417795 deg

A = 5.68980182479 cm

x(0.6)= 5.68980182479sin(9.8 pi * 0.6 -79.8069417795)

=-5.57741242039 cm
