Electrical systems in California have not earned the recognition they deserved over the past 25 years. California was dependent on the availability of electrical energy from its neighboring states to meet the state's insatiable appetite for electrical energy. Clearly not knowing that the energy of our neighboring states was never a dedicated source of energy for California, but rather a surplus resource available at the time by those countries. Little thought has ever been given to the possibility that these neighbors may one day actually need their own surplus energy to meet their rising demands for electricity. That day came in 2000 and early 2001, and a drought in the Pacific Northwest exacerbated it. A significant amount of California-like power had come from hydroelectric dams in the Northwestern Coastal States. In 2000 and 2001, these states experienced severe droughts. California was then in a strong position because California did not have its own generation capacity to be self-reliant and the nation's energy crunch was beginning to emerge in the year 2000.

Natural gas, now the fuel of choice for electricity generation in California, has experienced transmission pipeline capacity problems limiting the import of natural gas across the border between Arizona and California
Increasing the power shortages, most independent power generators were reluctant to sell power to PG&E and SCE due to their financial problems and the uncertainty of receiving payment for sold electricity. Lack of wholesale electric market rules set out in the State's restructuring plan contributed to the wholesale price increase. PG&E, SCE, and SDG&E were specifically required to purchase all their power through the CalPX under the market rules. They were unable to enter into long-term power contracts.
When spot market wholesale prices rose due to power shortages and rising costs of generation, the utilities had no choice but to buy the high-priced power. Also contributing to the increase in wholesale electricity prices was an increase in natural gas prices and the high costs of meeting California's power plant emission requirements. The three IOUs paid high wholesale prices for their energy but were unable to recover their costs due to the frozen prices of retail electricity. As mentioned above, this condition culminated in the accumulation of huge debts by the three IOUs.
