Answer: According to Norman Daniels the right to healthcare care is a human right which can not be sum up by any kind of ethical theory. In the healthcare right, the provision of the healthcare can be determined by the legal rights that are being involved.

According to Buchanan, what is the main problem with the claim that people have a right to a decent minimum of, but not all, health care as there should be special rights for the people, the state should practice and provide more benefits in the healthcare system as well as reduce the harm.
