To be considered a vulnerable population it means patients belonging to the disadvantaged group such as the racial or ethnic minorities, children, elderly and socioeconomically deprived underinsured groups suffering from certain medical conditions. Members of the vulnerable populations often suffer from health conditions, exacerbated by unnecessarily inadequate healthcare.

Low literacy affects health outcomes as it leads to the lesser likelihood of self-management i.e. change in lifestyle and adoption of upstream measures or in case of a diseased condition the patient who is not informed is not able to control and manage the lifestyle that ensures delaying of the progression of the disease leading to poorer health outcomes.
