1) First of all I will emphathize of her and listen to the story and telling her mom to stay out for a while with the consent of her daughter. Cutting yourself is a psychological condition and very dangerous for the future as well. So, I would listen to her full story and guide her accordingly and advice her to visit a shrink or rehabilitation center for the consultation. I would also suggest to share things with the family and especially with her mother so that her mother could also emphathize of her and make her understand what's bad and good for a teenager as it is a very delicate age group.
