1. - Newton law is valid for all frame or not .

Not Newton law is not valid for all frame . It is valid for only inertial frame . It is not valid for non inertial frame . We consider earth as inertial frame .so it is valid for earth object but out earth activity it is not valid .

2. What is meaning of action or reaction .it is a chemical reaction in reference to Newton third law .

In Newton third law action reaction is not a chemical reaction .it is a pair of force .which is equal and opposite in magnitude . Any force can be action and any can be reaction.
