1) true because KC2H3O2 is polar compound and it has cation and anions. cation is K+ and anion is C2H3O2- hence anion will interacts with H+ of water and cation will interact with OH- of water. thus this will soluble in water.

2) acid-

cation is H+ and anion is NO3-

base- cation is K+ and anion is OH-

salt will form having cation K+ and anion will NO3-
