M1V1 = M2V2,

we have:

Stock solution concentration: 5*108 cells/ml

Required solution concentration: 2.5*106 cells/ml

Required volume: 20 ml

Thus, the required volume of stock can be calculated as:

V1 = M2V2/M1

V1 = 2.5*106 * 20 / 5*108

V1 = 50 * 106 / 5 * 108

V1 = 0.1 ml

Thus, 100ul of stock must be diluted to 20 ml in order to obtain a 5*106 cells/ml.
