Question 1: All answers are correct.

Transcription factor (TF) IIH has a subunit with kinase activity that phosphorylates RNA polymerase.

It also has helicase activity unwinding the DNA double helix during transcription.

It is the last factor to bind the initiation complex to form active RNA polymerase.
