21. There are for different layers of the atmosphere which contains different amount of the gases which are involved in the protection of the Earth. In the case of stratosphere the ozone presence can be found and that is useful for the absorption of the UV radiations which are harmful for the human health or the Earth. Hence, the gases which are present in this layer will not be able to cause the green house effect. Thus, the layer which is near to the Earth surface which is the troposphere will allow this gases to be present and thus this affects the Earth's surface in the adverse manner. Thus, the answer to this question is "a"

22. The greenhouse gases involves the presence of the carbon dioxide which liberates through the process of combustion which ultimately comes from the burning of the fossil fuels. Hence, the answer to this question is "b"
