Ans 1: 16s rRNA is the part of the small ribosomal subunit of prokaryotes. In prokaryotes the translation initiate when the 30s ribosomal subunit binds to the mRNA by means of shine dalgarno sequence present in the mRNA sequence. This shine dalgarno sequence is recognized by the 30s ribosomal subuit due to the presence of anti-shine dalgarno sequence which is present at the 3' end of the 16s rRNA. So truncating the 3' end of the 16s rRNA results in the non binding of 30s subunit to the mRNA and no intiation of translation takes place.

2: GTP is used in protein synthesis. During initiation of translation, the GTP is associated with an initiation factor 2 (IF2) and is hydrolyzed upon the assembly of the initiation ribosomal complex.

During elongation, GTP facilitates the binding of a new aminoacyl tRNA to the A site of a ribosome.

GTP is also used as an energy source for the translocation of the ribosome towards the 3' end of the mRNA.
