While the problem facing the board is real and vivid, there is no escaping from the problem at hand. D. will certainly make the matter worse as it is futile to say whether the  solution will put the condition to halt or just postpone it or let's say sexually transmitted diseases are there to stay even after they complete high school thus it is better to make the students aware of what they've to cope up with. A. is ethically wrong, as to it leads to defamation and wouldn't serve any purpose but to disturb the victim even more. B. is out of box option and can't be even considered as STD's are lethal and can prove out to be fatal plus early pregnancy have physiological and psychological effects on the development of the person.
