It is mandatory for U.S. government to count number of people living in U.S. every 10 years since it is stated as a law. So Census is a method for that, Let us look why census is very important.. Census data are often used to find how much federal fundings are given to major project which will benefit the commons . It also plays a key role in our government system by determining how many representatives will be sent to Congress from each state.
A Census should be accurate, so if any nonrespondents are there then it follow up again and thus make Census more accurate . Always sampling is better than census. But if we need the population profile of a country then census is mandatory than sample survey.
